Overview:

The Kentucky Housing Corporation (KHC), the state housing finance agency, is a self-supporting, public corporation that was established in 1972 to serve very low and moderate-income families.  KHC offers lower than market rate home mortgages, multifamily housing financing, homeownership education and counseling and a variety of rental assistance and housing rehabilitation and repair programs.  KHC also has financing programs to assist developers in the production of affordable rental housing and single-family homes, as well as programs that help provide transitional housing, supportive services, emergency housing assistance, shared housing assistance and permanent housing for the disabled homeless.

Eligibility Requirements:

Individuals must meet certain income requirements while agencies must agree to provide housing activities targeted to persons within specific incomes.

Additional Information:

The Kentucky Assistive Technology Loan Corporation (KATLC) and the Kentucky Housing Corporation (KHC) jointly operate a program to provide low interest loans specifically for home modifications for individuals with disabilities. Ramps, bathroom modifications, and the widening of doorways are among the types of things that can be financed through this program. Applications must be submitted to KATLC. After an initial review, the applications will be submitted to KHC. KHC will review the modification plans before approving the loans and an inspection will be performed upon completion. The current KATLC interest rate is 5.5%. Both the KATLC and KHC eligibility requirements must be met for this joint program. Applications are obtained from and submitted to KATLC. KATLC will determine eligibility based on disability and the nature of the modification being requested. KHC will determine financial eligibility. Any contractor to be used must be approved by KHC. KATLC may provide assistance in locating a qualified contractor.

Bridges

• It is difficult to find agencies that will provide funding for home modifications. This source can be used as a last resort.
• Since the individual will be paying for the modification in most cases (by repaying the loan), she or he will have sole control over that modification: who does, how it will look, etc.

Potholes

• When applying for loans for modifications, applicants must be homeowners, which greatly restrict the number of people with disabilities that can qualify.
• Loans and grants are provided on a first-come, first-served basis. A limited amount of funds are available.
• The requirement that the house must be up to code may increase the size of the loan.
